An Energy Assessment consists of many parts, but in the basics, it includes an outside walk around, measurements, and then a journey inside to see the attic and basement, take additional measurements and notes, check for water damage, record HVAC and water heater make and model, and in the case of an Advanced Energy Assessment the use of a Blower Door.
