Looking to lower your energy bills and make your home more comfortable? Thanks to funding from the City of Milwaukee, the Inflation Reduction Act, Focus on Energy, and other partners, Green Homeowners United is proud to help local homeowners access basement insulation grants and rebates in 2025.
Why Upgrade Your Basement?
Many older homes in Wisconsin were built without insulated basements, leading to uncomfortable living spaces, high utility costs, and unnecessary energy waste. Our 2025 Basement
Energy Efficiency Program can help you:

Receive a professional energy assessment showing how to reduce your home's energy use by 20% or more

Add rigid, fire-rated insulation with a vapor barrier to basement walls to reduce heat loss

Seal air leaks in your basement that contribute to drafty rooms, moisture buildup, and mold risk
Note: This program does NOT include structural foundation repair.
Who’s Eligible for the 2025 Program?
You may qualify for Wisconsin basement insulation rebates and grants if you:

Own a single-family, duplex, or triplex home in Wisconsin (Duplex/triplex enrollment begins later in 2025, but can apply now)

Live in Milwaukee, Waukesha, Washington, Ozaukee, or Racine County

Earn less than 80% of your area’s median income
-
Are not behind on property taxes, and not in bankruptcy or foreclosure
-
Have a basement foundation that rises at least 1.5 feet above ground
-
Do not have major basement damage, flooding issues, or blocked access
This program is ideal for homeowners who are struggling with high utility bills, drafty rooms, or want to take climate-friendly steps at home.

Q: Do I have to live in Milwaukee to qualify?
Nope! We serve homeowners in Milwaukee, Waukesha, Washington, Ozaukee, and Racine counties.

Q: Will I need to cover the insulation panels with drywall?
Not at all. Our rigid insulation panels are white, paintable, and fire-rated, meaning you can leave them uncovered and still meet safety standards.

Q: Who installs the insulation and performs the work?
All work is completed by Green Homeowners United’s in-house energy efficiency team, who are proud union members of Laborers Local 113. We’re committed to creating living-wage green jobs while helping you save money and energy.

Q: How much energy can basement insulation save?
An uninsulated concrete basement wall typically has an R-value of just R-1—less than a window! Our rigid foam insulation panels (usually R-10) can cut heat loss by up to 90%, making this one of the most impactful energy-saving upgrades for older Wisconsin homes.
