2025 HEAR Rebate Program – Wisconsin Heat Pump & Electrification Incentives

Wisconsin’s new HEAR (Home Electrification and Appliance Rebate) Program, funded by the Inflation Reduction Act, is now rolling out for heat pumps, electrical upgrades, and more. What’s Covered Under the HEAR Program?

Your eligibility and rebate amount depends on your household income. Here’s how the incentives break down:

Low-Income Households

  • No-cost energy assessment

  • Heat pump and electrical upgrades at little or no cost

  • Insulation and air sealing upgrades often mostly covered​

  • Apply for an energy assessment

Middle-Income Households

  • Up to $8,000 off a heat pump (50% of cost)

  • Up to $6,500 for electrical upgrades (panel + wiring)

  • 30% federal tax credits on heat pumps and panel upgrades

  • Extra $2,000–$4,000 off other efficiency upgrades with an assessment​​

Higher-Income Households

  • Rebates of $1,500–$3,000 for upgrades that cut energy use by 20–35%+

  • 30% federal tax credit (up to $2,000) for heat pumps

  • $600 tax credit for electrical panel upgrade​

Why an Energy Assessment is Required

To claim rebates, you’ll need a certified energy assessment with a heat load calculation ("Manual J") to determine the right heat pump size. Our team includes this as part of every assessment, helping you qualify quickly and correctly.
